31. The Chinese Cemeteries in Hong Kong and Kowloon were maintained in good order and, where required, provision was made for additional burial areas.

32. Table XIV shews the number of notices served in connection with dangerous structures and miscellaneous works, private street improvements and nuisances reported to this Department from the Sanitary Department.

VALUATIONS AND RESUMPTIONS.

33. The total valuations made during the year 1933 com. prised 2,943 properties with a total estimated value of $11,245,606.25.

34. Valuations were made for the purpose of resumption for street widenings and the development of areas in accordance with the approved Town Planning Scheme. Table XV shows the resumptions actually effected. A total of 43 properties were submitted to arbitration and settled upon. Compensation in accordance with the Board's awards amounted to a total of $18,781.95 (less costs $583.28 awarded to the Crown).

35. Valuations comprising 804 properties with a total esti- mated value of $11,000,945.97 were made for sundry Government Departments.

HARBOUR SURVEYING.

36. About 3,653 acres were surveyed, reduced and plotted by the end of the year. This area together with previous surveys brings the area of the harbour surveyed on fixed lines to a total of approximately 9,812 acres, leaving a balance of approximately 2,188 acres to be surveyed. Reference was made to this work in paragraph 34 of last year's Report.

TOWN PLANNING.

37. The general lines of development recommended by the Town Planning Committee of 1922 have been followed with minor amendments in detail.

38. The development of Kowloon Tsai, in accordance with the plan referred to in last year's report, was commenced. The question of control of development and usage was considered, and draft clauses for insertion in conditions of sale together with suggestions for the design of roads were prepared.

39. During the year Development plans for the following districts and areas of the Colony were prepared—

(1) Sites of Government House and Government_Offices.— The Scheme referred to in para. 56 of the Annual Report for 1931 was reconsidered and several alternatives to it were prepared with estimates. The one approved removes the proposed Government Offices to a site on a higher level near the Peak Tram Station and provides a site for a new City Hall at the junction of Queens Road and Ice House Street. The density of development was considerably reduced as com- pared with the 1931 plan.

(2) Open Space, Praya East.—A plan and estimates for the development of this area as a public park with children's play- ground was prepared. Alternative plans and estimates for partial development were also submitted.

(3) Public Square, Yaumati.-A scheme was prepared for the development of this area as an open air market to replace the existing unsightly stalls.

(4) Shek O Village.-Two plans, one showing formal and the other showing informal development, were prepared, to cover possible future extension of the village.

(5) Stanley Village.-Two alternative schemes for the development of Stanley Village were submitted to allow for future expansion, and to fit in with extensive development of adjoining areas.

(6) Hung Hom.- A plan was prepared for the undeveloped area adjoining Hung Hom. Included in the scheme were proposals for the redevelopment on more open lines of the congested area of Hung Hom.

40. In addition to the above a financial statement prepared regarding the proposals submitted last year for the development of the area known as Whitfield Barracks.

41. Sketch plans were prepared for a Health Centre at Wanchai; extension to the Police Recreation Club, Happy Valley, and for the Sisters' and Nurses' Quarters at the New Government Civil Hospital.

42. Estimates of cost and rough sketches for a number of projected buildings and alterations were prepared as follows:- Tsim Sha Tsui Police Station-alterations and additions; Yaumati Police Station-Garages; New Infectious Diseases Hospital, Kowloon; two Postal Kiosks; Retail Market at Wong Nei Cheong; Vegetable Market, Wanchai; Revenue Officers' Quarters at Sheung Shui; School at Sham Shui Po: Infant Welfare Centre, Kowloon; additional Quarters at Peak Wireless Station: Ricksha Shelter at Jubilee Street Ferry; H.K.V.D.C. Headquarters additions and garages; Latrines at Shaukiwan, Portland Street, Pokfulum Road and Tai Hang; Temporary Fire Station at Sham Shui Po; Temporary Post Office, Kowloon; and a Store at Hung Hom.

EXPENDITURE.

43. The expenditure on Public Works has grown very considerably during the last three decades. The average annual expenditure during the years 1904 to 1913 was $1,969,550, from 1914 to 1923 it was $3,744,100, whilst from 1924 to 1983 the average annual expenditure has been $8,670,850,

44. Tables I, II, and III at the end of this Report give various comparative statements of expenditure,
